Yes, I believe that, Why? because I know my country and the mentality of its residents. Now, the whole thing could be avoided preparing the competition in advance once more. A month would'ave been sufficient - by then it would'ave been known who lacks a passport.
You might tell me the squad couldn't have been ready yet...Right! But passport delivery to someone is no guarantee nor synonymous to travelling. It is a just-in-case.
