There are many reasons why Cameroon would favor to make such a Deal with the US:

1) We have seen it done in the Middle East by the US. Whereas we have yet to see any other country that have done so. Instead these countries have done everything they can to sell us projects that are temporary in their use, requiring perpetual dependence to call on them for the next step, with no transfer of knowledge.

2) Confidence in the application of the rule of law in the US, for protection of the investments should anything go wrong and seeking remedy. In contrast, it is not at all certain that we can automatically have a fair remedy for having a judicial recourse in other countries in case something go wrong in the deal (where the nationalistic zeal may prevail) particularly with a superpower like China (Case in point the Sudan). We do not want to deal with countries where we have to be the one to change our foot to fit their shoes, instead of having them make shoes that fit our foot. The other superpowers can have the luxury to do that (in the case of China for example), not Cameroon.

3) The transfer of knowledge is also feasible with the US more than with other countries (More than 50 years, Cameroon sent her brightest children in France and other Europeans countries, yet they are unable to build good roads in Cameroon). Many other countries have received the technological transfer of knowledge benefit from US (Japan, European countries, and China). So we know it can also be done if we throw our hats with the US for effective transfer of know how.
