First of all, health care: believe it or not and I must confess, "health insurance portability and accountability act" is the only LAW I had to deal with (in term of accessibility &privacy of ..)...now if you understand something about the thousands of pages that BO proposed-besides the general topics of individual cost, be my guest..and you will be on the way to higher position (the Hill is seeking qualified people in that area)..Don't you worry, i am making honest effort to educate myself and i might apply for law school..some days.
"what the law says in terme of having or providing H I?" I don't understand the question but if you meant H1 Visa, then I will ask an HR friend of mine about outsourcing..
"who should pay for? Your employer or yourself?" If you have a job you keep your insurance(according to BO); The trap is when you have a condition and that's the main difference.
My point of view: Let the state deal with cost(medicaid)...however don't change the system. The USA are still enjoying the best hospital in the world providing the best services where the best doctors are looking for work daily...please don't mention the free hospital stuff they have going in france or Canada..it is not worth it. Health is a serious matter and it is not cheap.
