People who work for the gvt doesn't think and do not want to.
The only thing that they care about it is the money of the oil that they collect and place in their Private account in western country.
They don't care about the amount of money generated by oil and paid in ther account.
They don't care about the welfare of the population.
You were talking about electricity, I can continue with water and other basic goods needed by people.
Every one is complaining in Cameroon about the cost of the life especially the basic food.
We have a lot of land in Cameroon and lot of youngsters without job who can create new rural activities.
But no conditions have been placed to achieve that goals,
Roads, Equipments, education, access to the property and so on.
Example, If I leave Malantouen and want to go Bertoua or Yokadouma to be a Cocoa farmer, it would not ne encouraged by the system.
I will be call "allogen" and the price of the land will be expensive as well. Because no difference would be made between the land bought for agriculture and the land bought to build residential complexes.
The local R. members instead to welcome the work task force, will consider you as enemy and try to create tension between the new comer and the population.
I am afraid that in the next years,
These free space will be sold to Chinese or other Asian countries for a very low price,
the money will go to the Gvt packet and the local population will receive nothing.

The population will not be involved in the economic cycle because they will come with their own manpower...
